We are aware of this issue and the team is working on a fix. The crash seems to happen only when the Caves & Cliffs experimental toggle is enabled. For now, avoid playing in the beta while that toggle is enabled.

We've just released a server-side update to Realms (no game update required) that should fix these issues. We've also released the updated Bedrock Dedicated Server software in the form of 1.16.201.03, available at https://www.minecraft.net/en-us/download/server/bedrock/

It looks like a fix may have gone out for this in the 1.16.30.53 beta. Is the issue still occurring?

Thanks for the report! I'm closing this ticket as Fixed. The links for resource packs and behavior packs are currently up-to-date for retail 1.16.20 and beta 1.16.100.52.
In terms of the RTX beta, resource and behavior packs are not provided, which is intentional and not a bug.
EDIT: Another quick note, some beta and retail releases might only contain a small amount of changes to the game and behavior and resource pack templates won't be updated if there were no changes to the packs.

Even if this is intended design, perhaps the inventory clear should only occur once the player enters the game with a different gametype, not when the setting is toggled.
Luke's idea of saving the Survival inventory upon switching gametypes would solve user confusion too!
